Only if the deviations can be protected/locked : I would not want people to use my deviations like that.
And the default option should be "protected", especially for deviations existing before the feature's addition so that they do not get shared without the artist beeing aware of it/agreeing with it.

Ok. See. THIS. RIGHT HERE. Are the kinda ideas you should be testing out, instead of butchering your submit system for users who have over ten year old computers! I'll probably won't use this kinda thing, but it isn't something I'm against. TRY TO MAKE NEW THINGS, DA, INSTEAD OF BOTCHING UP YOUR CURRENTLY WORKING FEATURES.

Your journal features copyrighted characters and works, therefore it would be better suited in the Journal > Art News > Fan Art category .
Other than that, I think this feature is childish, I wouldn't allow my art to be used like this (not even for money) nor would I dare use other people's art with this purpose. And if I were, I'd use MS Paint xD It's faster, easier and it keeps things home and away from the public.
If you so want to keep going with this, at least try to make the speech bubbles and the text look sleeker cause this way it just destroys the image underneath. Allow for transparency and other shapes. Get rid of those horrible arrows xD If you must, then make them simple lines not such thick arrows. Arrange the text to be in the middle of the bubble, it looks off if it's aligned to the top D:

We wouldn't release this feature until our new Notifications system launches. It'll notify you when people talk about you, or your art anywhere on the network. And if anyone is using muro to comment on it disrespectfully you'll not only be able to disable this, but you can prevent further activity like it.
At this junction, a person may still really want to use your image. What would you think about a licensing engine (Points -> Royalties) that would allow you to license the image for this purpose? Entirely optional, but I'd be curious to hear if this would be of any interest to you? I'm trying to gather feedback before we go in such a direction...
Licensing is a really intense subject, and the language you would need behind it to back it up for an ART site would be nearly insurmountable. I don't expect that the average DA user, 13-18years old (am I correct?) Would fully understand that they're entering into a contract, and the content providers like me would be at odds regarding any legal implications over misuse.
I think licensing specifically is not for dA, ever.
As far as muro-ing over photos/art - I think that it should be turned off as default, seeing as people with limited access to the site can't really defend their art if they're on a religious mission to Ghana for six months while this is implemented... Let alone deviants who have moved on, as in dead, or simply not posting here very often anymore.
Minor children are not of legal contract age, and they cannot consent to or enter into a binding contract until they reach the age of majority. In the United States, the age of majority is determined individually by each state. In 47 of the states, the age of majority is 18. In Nebraska and Alabama it is 19, and in Mississippi it is 21.
So for the majority of those who are under 18 here in the states, they could not use a licensing system here. I don't know what the rules are for other countries.
DA polls in the past have shown that the majority of users on this site are under 18, so, I'd have to agree that the licensing option, although a nice idea, probably won't help much.

I respect this feature, it seems nice and fun, and also agree with what you said, and with *Urus-28's opinion, but since there are so many kids on this site - yes, kids, under 13, and immature people nonetheless, i fear this feature will make dA look so much more like 9gag.
Perhaps before the altered picture could be shown/saved/whatever the system does with it, i think the original owner of the picture has to agree with the added message so the process can be completed. For example, a seemingly nice fellow artist comes to me and asks for permission and i, after searching through their previous works, agree to use my image, and then end up seeing my work with an obscene/racist/immature/hateful message. That would offend me, since my work has been used to such purpose, and others as well, that may also blame me for the result. Drama, drama...
So as far as i believe, there would be 2 permissions needed: one to use the work and one to publish it in case the original artist agrees with the altering (payment shall be received at the end of the action, so the original artist can't deceive the 'manipulator' by initially saying yes, then, for random reasons, not agreeing to it anymore).

I like your idea in general and the notification system seems right to make it acceptable for everyone (well everyone that read how it works...), but I'm afraid of one thing that can kill the fun in the process : time for reply. To make the process fun you need to have the answer for using the picture in a very fast way. If you need to wait for a possible answer it just became boring. Of course you can make it like for group with an automatic answer in five days... But 5 days is like eternity for the system you want. So to make the system really fun I think you need some kind of store where only pictures with author online is visible. Or a traffic light signal next to pictures giving a idea of the delay for answer.
A royalties system seems right for this purpose, but I'm afraid that most members here are not mature enough for such system : - they will complain about the commission taken by DA on the royalties - the people who like the system will probably propose it for free - how combine royalties you pay and the capacity of the artist to refuse the use of its work ?
I think a part of the problem comes for the point currency value, the value 200 for example sounds like 200$ it seems a lot because of the figure. Only mature member see it as 3$ (the price of a cup of coffee in a bar where I live).
For the royalties system you propose to make it acceptable for everyone you need several thing : - picture has to be easy to find, a shop system perhaps similar to the print system should be available. - the buying process should give the idea that you really have something for your money and not boring. On this last point I'm afraid that buying rights picture by picture will be too long and boring. I think a better system should be a pack system : you pay to have the right to use 5 or 10 pictures several times; or you pay for a certain number of use with any picture you want. Of course this would need some kind of storage system or bookmark, but favourite seems efficient for this.
How to deal with member who accept to pay for the right to use some picture and author refusing to let their picture use ? I have no real answer for this, I just expect that people who accept paying for a picture will be mature enough to not put message that can be refuse by authors.
I did this using writer and muro... I would still like more credit going directly to the artist right on the pieces when used this way. But these are super fun to make. Oh and I was on my ipad the whole time to do it. Kudos @mudimba and David lynch, writer team, muro team, stash team.. It's getting smooth!!
